Dell Opti 320 With q6600 amber light

So my school recently let me take home a Dell Optiplex 320, and I had purchased a q6600 for it. it originally had a Pentium 4 in it. (Pentium 641). But now, when i turn it on, (with a new 500w psu), it has an amber light, and the fan goes to full speed. It does not boot. I tried switching out the processor with the original, it boots. i switch the ram around, nothing. tried the original psu, nothing. I hope this isn't bad. can you guys help me out?

Solid Amber is bad motherboard.

Blinking Amber is bad power supply.

The original processor works with it but when i put the new one it doesn't. read my first message

Ok, Dell optiplex 320 motherboard supports the 130nm processors.

The Q6600 processor you bought isn't compatible due to the outdated motherboard since it is based on a 65nm processor.

Intel changes compatability every 1-2 generations (profit- reasons to seek upgrades for exclusive compatiblity).
