Will my Dell Optiplex 3010 (small form factor) RAM work with the AsRock H97M pro4 mobo? If not then it'll set me back another month for getting my parts haahha 🙁

It meets the spec to work, yes.

The board supports dual channel, so you'd see slight performance improvements buying 2x2GB over the 1x4GB (or, better yet, 2x4GB) - but yes, that RAM should work in your Mobo without problem.
