Question Dell optiplex 3060 no boot

That would more than likely be a high-voltage capacitor. What brought you to the conclusion that it is the source of your problems?
I accidentally touched it and PC turned on for a second and when I put my finger on it PC remained on
 
That means you've got a short somewhere or something metal-on-metal is touching cause when you touch it, you are grounding out the system.

Does it wiggle or move when you touch it (be sure the system is unplugged first)?

Yes it does wriggle
 
The part # should be imprinted on top of it. Google it and see what comes up and it should tell you exactly. As for replacing it, that depends on if you are comfortable taking the motherboard out, own a soldering iron/station, and feel comfortable replacing something like that as it can be a little intensive if you've never done it before.

It is an inductor let see if I can find a replacement for it or resolder this one
