Dell PSUs are rated very conservatively. They provide enough power for all the bays and slots. SFF has very few bays and slots so PSU seems small due to this. A few GTX750s require a 6 pin power cable, avoid those.
A note on the Q6600. Some of them were G0 stepping and some weren't. G0 is more efficient. The Q6700s were all G0 (QX6700 not). If you run CPUz and have a B3 stepping Q6600 you could pick up some speed (11%)with a Q6700 at less power draw.
