Dell Optiplex 360 Will Not Boot (But it's not the power supply)

I have a Dell Optiplex 360 PC what was working fine. It sat in storage for a while and now it will not boot, but the issue isn't a strait forward power supply problem like I had hoped.

When I plug in the PC I get an amber/orange LED on the motherboard, which is good since it means the motherboard is getting power. However the computer doesn't do the standard Dell "rev-up" that they normally do when you plug it in and when I press the power button nothing happens. The power button does not light up at all, not amber, not green, and not blinking. When I press the small black button on the back of the power supply (that I assume is some sort of test button) the computer comes to life, the hard drive powers up and the fans kick on but I don't get anything on the screen and it doesn't beep like it would if it had gone though the bios. As soon as I let go of the little black power supply button the PC shuts off again.

I installed another power supply just make sure and I had the same thing happen again, amber/orange light on the motherboard but the power button does absolutely nothing. I tried removing the small microchip/board that holds the USB, headphone, and power button and replaced it with another one from a different (working) Optiplex 360 and that did not work either.
I have tried removing the cmos battery and letting the PC sit without power. I have checked for bulging or leaking capacitors. I have checked all power connections to the motherboard. And I have tried changing the memory.

Has anyone seen this issue before? I hate to toss the thing since it could still be used if it would just boot up.
 
I don't know if this will help or not but it's worth a try. There's a jumper somewhere near the BIOS battery. You could try shorting that while the battery is removed. I think it says RTCReset of something similar, RTC being for Real Time Clock. That's usually associated with the BIOS also.

Other that that I would just disassemble everything, clean everything, reseat all the RAM and peripheral cards, and put it back together for another try. It's amazing how many times that gets them working again.

I didn't find anything specific about the motherboard LED in a quick search but you might spend some time trying to identify exactly what that indicates.
