Motherboard: Dell Optiplex 7010 0773VG Motherboard LGA 1155

CPU: i7-3770 3.4GHz

RAM: 8 gb (2x4)ddr3 1600

PSU: Dell 250w

SSD: 128Gb

No gpu: intel hd 4000

Optical drive - dvd

I want to change the psu and case.
Will it be possible?

Probably the best option would to put it in a Dell Opti 7010 MT case, and then use an aftermarket ATX PSU. Since you're asking about a PSU I assume you have a GPU in mind? The 250W Dell PSU can power a GTX1050Ti in an Optiplex due to the 95W CPU limit, and small number of bays and slots in the DT and SFF cases.
