I'm Talking about the first one, The mini Tower, The Far Left! Biggest one

 
I had this question a year or so ago (does it really matter when?) and if I remember correctly (I can't find the thread - that does matter a bit) we had determined that an 80mm fan could be lashed to the rear vent with zip ties but that was about the best place and way to add a fan to the system. There are no mounting points built in for additional fans.
If it is running hot or getting loud, you might lift the shroud and ensure the heatsink is clean and also check that the PSU is clean

How exactly Do i Pull off The Shroud. Also Do you know the best CPU For Model of Mother board is 0G214D CHIPSET INTEL Q45/Q43 REV 03 SOUTHBRIDGE 82801JD(ICH10D) REV 2 ? SOCKET TYPE IS LGA771
 
You shouldn't need to pull off the shroud, on one side there are clips that will release when you lightly squeeze the shroud just above them, then lift that side and it should open.
While the chipset itself will support the following CPU's, the motherboard may not (most worried about the quad core) be able to deliver the power needed to run them properly
For Core 2 Duo CPU's the best is the E8600 which runs at 3.3GHz and uses 65W
For Core 2 Quad CPU's the best is the QX9650 which runs at 3GHz and uses 136W (I highly doubt the ability of your board to handle that)
Checking out upgrade charts, I'd say your best bet would be to find a Core 2 Duo E8500 3.167GHz at 65W which seems to be a happy CPU regardless of what Q45 chipset motherboard it calls home.

Yeah i don't either, From my Reading CPU-Z Is Saying Socket 771LGA

If you currently have the Xeon E5440, you likely won't be able to get any noticeable performance increase from a CPU change and it is socket LGA771 (released during my exclusive laptop days, I had not seen that socket referenced before this). I'm glad you checked that 'cause I was stuck somewhere else apparently.
