I just got:
Load Wattage: 250 W
Recommended PSU Wattage: 300 W
From PSU Calculator from OuterVision

Can i use my Dell Optiplex 780's PSU 305W while load wattage was 250W and Recommended PSU Wattage was 300W?

yes, the load is what the system will actually use, the recommended is how big of a PSU to get. (you want some excess power for fluctuations)

A gt730 isn't very good for much else besides running a web browser though.
The Dell PSUs when tested typically put out about 40W more than rated. Dell doesn't sell PSUs by the Watt like aftermarket companies. They're more interested in not having complaints from customers who have filled the drive bays and expansion slots and then have problems running their business computers. Dell PSUs match the size of the cases they come in. The 305 is the size for the Mini Tower case. The only reason for a bigger PSU is if the Video card needs a PCIe cable to power it.
