[SOLVED] Dell Optiplex 780 Diagnostic Lights

I turned on my Dell Optiplex 780 and it started beeping and the network light and lights 3 and 4 came on. I got it restarted once and it didn't beep but the progress bar never moved. I don't know what the issue is.
