So I'm looking at this Desktop and it seems pretty good for the price. I'm thinking about adding a GPU and a new PSU, but I need to know of everything is compatible or not. Since the desktop is a Small form factor I assume I need a Low profile GPU, I've been thinking about the Gigabyte GTX 750 Ti.

The PSU is a typical 500 Watt.

I'm not familiar with SFF's I'm worried that the PSU and GPU won't fit or something, or maybe the Optiplex 780 motherboard doesn't support the GPU for whatever reason.

The desktop itself will be used primarily for Dolphin emulation, the emulator has improved alot over the years so im confident that the CPU will be enough. I also want to play some older games from say pre 2013, and I think the rig will be good enough to do so.

Solution
You're going to have troubles with that system. That SFF PC locates the PCIe x16 gfx slot right next to the drive bay. As a result, the card has to be a narrow single slot design.

The 2-bay wide GTX 750 Ti you selected won't fit.
And the PSU won't fit either. The Evga PSU is a ATX size, the Dell 780 SFF uses a proprietary design.

If you really want a small form factor (SFF) PC, and you don't mind buying used, I picked up a Dell Optiplex 790 SFF and am using that same GTX 750 Ti and the stock PSU. It came with a Intel i5-2300 CPU. Makes a decent budget gamer for tight locations.

I replaced the HDD with a SSD.

Yes, that one accepts a ATX PSU like you linked to above.

Have had a OptiPlex 780 Small Form Factor with a low profile 750 ti in production for over a year now. It drives a 2k monitor. 7.8 Win 7 performance rating.
It can be done.
Updated firmware, change battery.
You will have to carve some sheet metal on the back of the case to fit the graphics card. The hard drive holder will need some work with a hack saw.
Put a small SSD in there so the space was no issue.
Graphics card GIGABYTE GV-N75TOC-2GL
Needed to cut the fan shroud a little on the video card.
CPU Q9650
Ram 12 GB
Blue Ray burner/player from some laptop
This set up will pull 300 total watts max load. (If you going to hammer this all the time this is not ideal but for average desktop use this will work great) Power - FSP300-60LG-5K. Used butt splices to connect the dell plug, Get creative with some screws and washer to hold it in. Maybe a little bit of plastic to cover the hole.
