Solution
Dell's specs for the OPTIPLEX 790 SFF's PCIex16 Slot states that it only handles a maximum of 35 Watts. That's substantially lower than the PCI Express standard spec of 75 Watts.

The SFF computer case limits you to low profile graphics cards only. The 240W PSU appears to be borderline adequate for a GeForce GTX 1050 Ti.

If you don't care about exceeding Dell's PCIe power limit for the slot:

Would you possibly be able to make a pc build that can run ow 60fps1080p on part picker with Canadian money not going over $650 and does not have be that good just as long as it can run ow with the exception u would have to work around the dell 790

so i was thinking could i possibly buy this one instead
Dell OptiPlex 790 DT SFF Desktop Computer Intel Core i5 i5-2400 3.10 GHz Desktop 4GB RAM 250GB HDD DVD-Writer DVDRW Windows 7 Professional 64-bit update the windows and buy these parts for it do u know if it would work

There are four different models of the Dell OptiPlex 790. In the following image, starting from the left, USFF (Ultra Small Form Factor), SFF (Small Form Factor), MT (Mini Tower) and finally DT (Desktop). Your "Dell OptiPlex 790 DT SFF" description doesn't match any of the models that were made.

The Intel Core i5-2400 processor was available in the MT, DT and SFF models.

You will still run into the motherboard PCIe x16 Slot power limit of 35 Watts on the MT, DT and SFF models since it is Dell's own proprietary design.

The graphics card and power supply, in your parts list, will only fit into the MT model with no guarantee of it working.

These OptiPlex 790's were never meant for use as a gaming computer. They have too many limitations that make them only suitable for office use.
