I can be done but it's not going to be easy getting the wires matched up properly with the proper locations on the new motherboard. You'll also need to buy some front panel connectors and splice the Dell wires to these...
The processor....the i7-2600k uses an LGA 1155 socket.

...and the board you specify has this specification>>>

so it should work.

You will most likely have issues connecting the wires Wolfshadw referred to.

 


Is there another alternative motherboard that can surely work with the Optiplex 790 MT?
 
The motherboard you selected isn't the problem. It's the wiring from the case. You could get it to work but you will be have some cutting / splicing the case wires to get the to fit properly.

Edit: What's wrong with the motherboard you have now? it seems you're not really upgrading anything, just replacing?
 


I can't overclock on a dell motherboard and my i7 2600k is stuck at 3.8 ghz which bottlenecks my GTX 1060 3gb

I don't know what country you live in but it may just be easier to buy a new, cheap case and move everything to it.
