Im looking on ebay and i see a Dell Optiplex 9010 with Intel i5-3570 with integrated graphics, 4gb ddr3 ram and 250gb hdd with windows 7 pro for $120. Im not worried about the ram, the hdd or cpu overclocking at the momment. My question though is can i put a gtx 980 or 980 ti and 500/650 watt psu in and call it a day. I also seen some gtx 980 ranging from 200 bucks and on. I find this being cheaper than building a pc and trying to fit a GTX 980 in the budget. So in total this will cost me about $360 give or take.

Solution
You want an ATX BRONZE 80+ rated PSU, at least 600Ws for a 980, because i'm suspecting you're trying to cheap out and buy a really cheap garbage PSU that will kill the whole system.

Here's the cheapest one I can recommend: https://pcpartpicker.com/product/V9bp99/evga-power-supply-100b10600kr

Watts aren't a way to judge the quality of a PSU, neither is it's efficiency rating, and anything else (besides form factor ATX, TFX, SFX (different sizes, not interchangeable)) is for convenience and nothing else.

You have to be careful with the 980 you pick, because the case can only hold GPUs shorter than 10".
yes you can (assuming that it's really MT model).
replacing PSU might be a bit tricky - pick short (150mm) ones.
Also, when looking for a GPU - you want blower style cooler (like on reference design). otherwise you will have to leave the side panel open.
The case was not built to handle that much heat with those tiny fans.

So the gpu were good on but the psu what type, I saw modular, semi modular, non-modular and sfx and tfx psu. Im not to sure on the power supply part or if you can recommend a good psu 650 watt or 500 watt.

Solution
As mentioned above, you can put any ATX PSU. modularity is not that importnat. you will just have more cables in case if it's not modular.
The PSU choice depends on your budget.
this one will be good: https://pcpartpicker.com/product/2tckcf/xfx-power-supply-xfxts550w
one of those would be great (their price change almost daily so pick the cheapest one when you look for one):
