Question dell optiplex 9010 power switch not working

Okey so i've been using this pc to run game server for quite sometime and had it in storage for over 4 mouths. and to day i plug a power cable in. and it turn on by its self. but when i shut it down and push the power button nothing.

Ive tested the button with a multi-meter and when you push the button it beeps. but if i try and jump start it with metal from the multi-meter by touching the two pins nothing happens

any ideas?

wish that was it but there is nothing. green light and the power button dose nothing

i just removed the battory and the power button works wtf

so the power on pins are not working and it wont turn on with a new battery what is going on
