Dell Optiplex 960 fan failure

Hello. I have a Dell Optiplex 960 that was very dusty on the inside so yesterday afternoon I opened up the case and removed the shroud that holds the CPU heat sink. After cleaning it out I reinstalled the heat sink and plugged back in the fan and sensor in the front and went to turn on my PC when I realized the fan wasn’t spinning and got an error saying the same thing. I tried unplugging and replugging the fan, taking out and putting back in the cmos battery and seeing if I put the shroud back together but I’m out of ideas. Thanks!

Solution
Make sure the pins in the fan connector didn't get pushed back out, or the MB pins bent. Make sure the CPU cooler didn't get bolted down on top of the wires.
Did you clean and install new thermal paste? Which size Opti 960 do you have? The BTX Dells have their own fan connector, and pinout. Could you try the fan on another Optiplex or BTX mid tower computer?

EDIT: THE FAN PINS THAT CONNECTS INTO THE MOBO IS LOOSE AND NEEDS TO BE PUSHED ALL THE WAY DOWN. I ENDED UP SECURING MINE WITH SOME TAPE AND THE FAN WORKS GREAT NOW

Hello. Yep I've added new thermal paste and cleaned that all up. The fan itself is not spinning. It is the BTX with the 5 pin slots and all the pins are looking good. I could try buying a new fan but I was hoping there might be something else I forgot to attach with it. I'm not sure what else needs to be plugged in though. There is a sensor in the front that I did plug in and a cord from the PSU that goes inside a plastic clip on the heatsinks shroud towards the top. Besides that I'm all out of ideas
