Dell Optiplex 960 how to install windows

Hi
I just bought a dell Optiplex 960 that did not come with a hard drive. So I got a hard drive, but now I can't install windows. It will boot to the BIOS but i cant get windows to work. I have tried usb and dvd installs but nothing will work. Please help thanks

Did the system boot from the USB/DVD or did it just go straight to OS not found?
Did you burn the disc properly or just copy the ISO over?

i did properly boot the window with cd and it worked for a while but after all it denied. should i disable cor services to install xp on dell 960 ?
