Your probably going to have to pop it open and measure to be sure. And a Cryorig M9 is smaller and on par with a 212 last I checked.

The best bet for an Optiplex 760 MT (Mini Tower) is the D9729 heatsink from the Opti 745 120W PentiumD computers. If you have one of the other sizes let me know. A fan upgrade is the NC466 which is also Quieter. It replace the whole fan/holder assy. with just a bare fan. You can Velcro it in and duct tape the gap on one side. Runs off of the MB fan header. Just the cooler will cool any CPU that will run in that. With the fan it will cool any CPU period!
