Dell Optiplex GX260

I don't expect any of you to be able to answer this, but maybe there is someone who is GENIUS at computers. I had two motherboards, both A7N8X-E, and a case for each of them. One of them broke and damaged my motherboard. Now that computer will turn on for a couple of seconds, power led and all, and then shut completely down except the power led would stay on. Stupidly I tested my other motherboard in that case and now they both have the same problem no matter what PSU or case I use. Both those computers had Athlon Xp 3200 in them. I decided to use my Dell Optiplex GX260 instead because it had a faster Pentium 4. The thing is, when I plug the PSU in, everything turns on but the light on the motherboard and the power LED are amber/orange. I have looked into this and can't seem to find a fix to my problem. I find it weird how everything turns on but won't start. Any help is appreciated.
 
I just found out that an incorrectly mounted CPU fan will cause the computer to shut down almost instantly. I have taken out the fans multiple times so lets see what happens.
 


If Exhaust or CPU fan not installed properly, your PC should start booting, then you will see warning message on the screen that you have fan failure, and after this PC would shutdown, this is how this works.
