Dell Optiplex GX620 Small Form Factory Question

I own a Dell Optiplex GX620 Small form factory.
I wanna buy a hd5570 for some light gaming.(nothing heavy)
But in dell website the Optiplex GX620 pci-e slot is only 25W and not 75W.
this isn't normal.

My PSU is 275W
12V is rated on 17A but this is not a problem because my friend has a hd5570 in 250W PSU 12 in 16A

My problem is that pci-e slot is only 25W and not 75W IS THIS TRUE?? ,,,i saw some forums that said : BIOS CONFIGURES THE PCI-e SLOT FROM 25 TO 75W after adding the video card..

So please help me ...
 
i would not do this, that model pc is very badly configured. i bet its damaged already. if you take a look at the capcitors under the hard drive i bet you have at least one that is broken already and if you install a graphics card (which will set right up agianst your hard drive) the extra heat will damage both the hard drive and the motherboard, i have 6 dead ones sitting in my office all with this problem.

i already own a hd4350 it is normal
No i don't have such a big capacitors and they are not damaged
BUT PLEASE HELP ME WITH THE PCI-E SLOT POWER
 


Can you pin point me (link) into PCIE power of 25 watt, otherwise 7750 low profile Sapphire will work great.
