i want to upgrade from a intel quad q9450 to the fastest chip i can use on the dell board. anyone know what that might be

Sorry to tell you this, but you're out of luck. The LGA 775 socket (the pin pattern of the CPU) went obsolete a few years ago. You'll have a very hard time finding compatible processors. The q9650 was the fastest chip of that line, but you will pay 10X what the chip is worth because it's so hard to find now.

It's time for a full system upgrade. I know it may not look like CPU clock speeds have increased that much in the past 5 years, but trust me, they are much faster than what you're running.

ok what do you recoomed then a new board and chip and stay with the same xps 420 frame and power supply it has the following:

If money tight, put in SSD as boot drive and keep the raid for data. Double the ram to 8GB and in you can replace the heatsink with Hyper 212 EVo if it will fit and case fan or two. Even swapping out the 9800GT is a good bet.
