Question Dell PC won't turn on/no display unless CMOS is cleared every time ?

I got the Dell Optiplex 7040 Micro MFF few days ago, when I plug it into my display, plug the power supply and then turn it on, power led lights up and fans spinning, but it did not get any display signal and led for HDD did not light up.

So I decided to replace the CMOS battery and clear the CMOS via jumper on the motherboard and then press the power button for few seconds while in power off state from the power supply (turn off power socket). After that, when I turned it it on, it worked and booted into Windows.

But every time when I turn off the machine (shutdown from windows start menu), and then I turn on the machine when I want to use it, again no display and led for HDD no light up again. So I open it up the machine and then clear the CMOS, press the power button for few seconds while in power off state from the power supply (turn off power socket) and after that turn on the machine and it worked again.

Is there any solution to fix this? Is this related to bios issue, power supply issue or just motherboard dying? I tried check tweak the bios settings, no resolved.

If you're having to physically take the battery out or even drain the residual power off your system, that would indicate a grounding issue from your wall outlet. Relocate to another wall outlet and see if the issue persists. You should should bring in a certified electrician and ask said person to scope out the grounding in your entire abode or the room you intend to power the system out of.
