Question Dell Precision 690 No Display Issue

Hello all, I am currently having much fun with a cheap Dell Precision 690 that I got because its as old as dirt and doesn't want to work. NOTE: This unit is decently beat up so that possibly could've caused some problems. 2007 unit that seems that it was last used in 2017, modded by somebody, but I removed a few of the mods and replaced the OEM GPU.

Dual Quad Xeon E5335
32GB Samsung ECC DDR2 RAM
GeForce GTX 745 GPU
1000w PSU
Fresh CMOS battery
320GB SATA Seagate Barracuda
Dual SATA LG DVD drives
SD-Card multireader
BIOS Ver A08

Two capacitors blown at C165 (top right of RAM) / and C136 (bottom right of RAM)

System will not show any display now, it used to work intermittently but now does noting.
Tried all my GPUs, multiple monitors, and multiple batteries and it will not output anything.

Weird thing is that the GPU still gets power and the unit powers up completely normal, but it won't have a display. Also found that status light 4 stays on when the unit is off, which is supposed to indicate a BIOS Checksum Failure, but shouldn't that be impossible with the unit off?

With that being said, is the BIOS Checksum and whatever is with the GPU tied to either C165 or C136? I couldn't really find anything about the capacitors on this board from a quick search, and if they aren't tied to either one what are they for?

Any help would be appreciated!
 
replace the capacitors
BIOS battery plus is visible on top?
cmos jumper used? is it correctly seated?
gpu might not be compatible
did you plug in the monitor into the GPU or the motherboard?
try a different monitor/TV

try a minimum setup, only plug in:
gpu, psu, motherboard, one ram, monitor in GPU, keyboard

which mods were done and which did you remove?

I would but I don't know the capacitor type.

Figured out what you meant by this, yes, the battery is facing up. Ruled out.
cmos jumper used? is it correctly seated?
The only jumper being used on the board is for P54D, whatever that means, but I did find RTCRST next to the CMOS battery, which I can only assume is the jumper for it, which is not in use. Ruled out.
gpu might not be compatible
Even if any of my GPUs were incompatible why wouldn't it work with the OEM one that it came with? So I can probably rule this out.
did you plug in the monitor into the GPU or the motherboard?
This particular board doesn't have an onboard video port. Leaving me with only the GPU ports still every port I tried on each of them didn't do anything. Ruled out.

I've tried both an old emachines monitor that has never given me any issues and a practically brand new onn TV, which both worked but video output was still intermittent. Ruled out.
which mods were done and which did you remove?
Not sure if this unit came stock with dual Quad Xeon E5335 so that could be one, RAM is maxed out at 32GB, the OEM airduct is missing, had a dual USB molex powered add-in card put in that I removed, switched a PATA DVD drive to a SATA DVD drive, HDD might be OEM but I don't really know, replaced OEM GPU with the GeForce GTX 745, also added in one of Dell's internal speakers (even though I didn't have to), and the floppy drive may have been replaced with a SD-Card Multireader since there's a floppy cable still attached to the board.

I tried doing something close to that but I'll do it in that order now and report back.

EDIT: Doing all that didn't work, still shows blank screen.
