Dell Precision T5500 Workstation No Post Problem

I have been having this problem for about a month now and am pulling my hair out over this. I have a Dell Precision workstation, quad core Xeon, 24 Gb ram, HD 7870 graphics. I tried installing a fan in the rear of the case about a month ago and after I did my computer wouldn't turn on (No Post, the fans and some lights came on but no power light). After pulling the power cord in and out about 20 times I finally got it to turn on. The power supply was making a clicking sound, so I bought a new (well used, but good) power supply. Installed it and was having the same problem. I tried clearing the CMOS with the jumper pin, pulled the battery and even changed the battery, still having the same problem. But I can get it on, in fact I'm writing this post on the computer right now. As long as I keep it on it is fine, but when I shut it off I have a hell of a time getting it back on (pulling the power cord in and out a bunch of times). Also I usually have hyper threading on but now everytime I go into the BIOS to turn it on the PC immediately crashes. So now I am forced to use it with hyper threading off. I am no professional here, just a hobbyist who wants to play games on his PC. PLEASE SOMEONE HELP ME OUT HERE!!!
 
Actually I'm not sure if I have 2 processors. I know I only have 4 cores with hyper threading off. It is a dual CPU motherboard I know that. It has a Xeon E5330 quad core. The 8 pin power connector is not connected to anything I just looked at it.I have 2 processors. I'm not using the 8 pin but my graphics card uses 2 six pin power.



 
I used a Dell PSU that was made for the computer if that's what you mean. I'm not sure what you mean a Dell made for the board? I didn't change out the motherboard, it is original.
