Dell precision t7610 motherboard in a t7910 case, PSU is unresponsive

So I purchased two xeon e5 2670's and installed them in a dell precision t7610 motherboard. Realizing I needed the dell proprietary cable configuration, I purchased a dell t7910 case for the build. All the cables are present and plugged in, however, I cannot seem to get any response from the PSU whatsoever, when I plug a separate PSU into the motherboard I do get a flashing orange led. But I cannot run it with no cpu power. The cpu power is a 20 pin which I have not seen many of. Do I have something hooked up improperly? Maybe shorted? Or did the guy who sold me the PSU screw me?

I have the dell proprietary PSU installed in the back of it but it won'the do anything...

A Flashing amber can be a faulty PSU.

Yeah the flashing amber only came when I hooked just the mobo to a separate PSU not the case one so there was no power to the cpus

I'm not sure about the power pinouts in those those Dell PSU's.

Could I run two separate PSU's? One to the motherboard 24 pin and the other to the cpu 20 pin?
