Dell PSU no -5v?

Hey all, I have a cell computer that recently stopped post-ing. Right now all I have plugged into the system is the motherboard, CPU and CPU fan. No POST beep. I have a PSU checker and when I plug the 24 pin connector, all the voltage lights light up except the -5v light. Does it have a -5v line?
 
Solution
The -5V output has been deprecated in the ATX 2.xx spec, which makes it normal for PSUs to no longer have it. The -12V rail will likely follow at some point in the future. Most things that require negative voltages these days use local point-of-load supplies for them since the output from legacy supplies is usually too poorly regulated, too noisy and the wrong voltage for most modern electronics.
