Can I cut this handle out with a tiny saw?
I want it removed because it is blocking my Zotac GPU
What possible function does that handle even serve?

Can it be unscrewed from the back of the motherboard?

The handle is there to have a way to hold the motherboard while mounting in a typical server chassis. Note this is a large, cumbersome component compared to a consumer motherboard.
