Dell SFF PC Motherboard went bad and want to build a new one.

Hello everyone, I have a Dell Vostro 3250 SFF with i5 6400 and I upgraded to 16gb, but few days ago motherboard went bad and I want to re use the CPU and RAM to build a new PC, I want it to cheapest way I can, I don't use the pc for gaming or anything that requires a lot of features from the motherboard, simply just web browsing and some photo editing.

I was looking into the Gigabyte Ga-h110m-h, because it's the cheapest I could find near me, also a Corsair CX430 and the case, just a basic one.

What are you guys suggestions?

Yeah I'm going for option 2, I'm asking which motherboard and psu would be the cheapest but at the same time the best option, I want to go Micro ATX with a medium case.
 
You can go as cheap as you want on the case and motherboard.
The H110 you listed should be fine.

What you must not do is buy a cheap psu.

A cheap PSU will be made of substandard components. It will not have safety and overload protections.
If it fails under load, it can destroy anything it is connected to.
It will deliver advertised power only at room temperatures, not at higher temperatures found when installed in a case.
The wattage will be delivered on the 3 and 5v rails, not on the 12v rails where modern parts
like the CPU and Graphics cards need it. What power is delivered may fluctuate and cause instability
issues that are hard to diagnose.
The fan will need to spin up higher to cool it, making it noisy.
A cheap PSU can become very expensive. Do not buy one.

The corsair CX430 units are not dangerous, but are prone to failure.
Corsair rma process is good.
I know, I have had to replace two such units.

Look for no worse than a tier3 unit from a list such as this:

While you could do with a 350w psu, 450 or 550w usually does not cost any more.
It will allow an even stronger graphics card upgrade in the future.

Seasonic is always good.
