Dell SRS Premium sound wont boot from usb (with pics)

After trying to merge C drive with free space upon restart the computer has come up with bootmgr is missing.

So I inserted a USB with a Windows install on it made with Rufus and put that into the laptop, I booted straight to USB from F12 boot options and it gives me these errors:

PXE-E61 : Media test failure, check cable
PXE-M0F : Exiting PXE ROM
Operating System not found

I have tried factory resetting bios, changing boot order, fastboot off, usb emulation on and gpt/MBR on the usb. I have even found a different usb to use and tried that.

You can't boot any consumer version of Windows from a USB stick like you can with Linux Live. I would try to run a startup repair if you haven't yet..

 
This isn't a consumer version, it's a proper install ISO I have used in the past, had no problems booting it exactly like this with other computers.

Also startup repair cant be accessed as bootmgr is missing, and the repair tools on the windows usb can't be accessed as I can't boot from it.
