Dell Studio 540 upgrade

Hello I currently have a Dell Studio 540 and would like to upgrade the power supply and graphics card. I use my computer mainly for gaming. I can play the Witcher on medium but would love to play it on the highest settings. The most demanding game I have at the moment is Mass Effect 3, which I can't play at all. I have never upgraded a PC before so I'm a little nervous that I might end up breaking my computer. Here are my specs:

Model: Dell Studio 540
Processor: Intel Core 2 Quad CPU Q8200 @ 2.33GHz, 2336 Mhz
Graphics Card: ATI Radeon HD 4350
Memory: 4 GB
Hard Drive: Not sure (lost manual) but according to my computer I'm able to use 581 GB
PSU: 330 I think but not sure

I'm hoping to spend around or under $300. After reading other threads I was thinking of going with this PSU:

Nothing that would be worth the money. You should consider just upgrading the whole system. Is that ram ddr2 or ddr3? If it's ddr3 you can have a system that you can continue to upgrade and will be a lot better for gaming:

Thank you for the fast reply. I just realized I also have a couple games that would also require me to upgrade my CPU to a Intel Core 2 Quad 2.4 GHz Processor or better. Any suggestions in that department?
