Dell Studio XPS 435T Very Slow Bios - Around 23 Seconds

Hello! I have a Dell Studio XPS 435T from several years ago (2009) that has had a very long BIOS boot time for a while, and I finally decided to do something about it. I'm running the most recent Dell Bios Revision (A16).

I timed how long it takes the various parts of my system to boot - from pushing the power button to displaying the desktop environment takes about 45 seconds - half of which is spent on the BIOS. From the time I push the power button to when the BIOS passes to the bootloader (GRUB) takes 23 seconds, which is a very long amount of time to spend on the BIOS.

I tried various configurations like unplugging all of my USB accessories. I tried disabling anything I could in the Bios Setup, but the default system bios is particularly terrible and I couldn't disable much. It still was around 22-23 seconds consistently every time.

Why is the Bios taking so long before the Bootloader starts? Is there anyway to fix this?
