Dell T1500 with i7 processor not booting/loading bios

Hey guys,

I have recently bought a Dell T1500 from a friend that had upgraded his computer a couple of years ago and am having some major issues. The computer is in a DIYPC Gamemax-w case. I have verified that all the wires are in the correct place, the psu is operating sufficiently and the ram is good.
When the computer is powered on, the fans turn on, the dvd drive and the hard drive power up, and thats it. There is no POST beep, there is no rise in RPM to indicate a system loading, absolutely nothing. The HDD is brand new segate beracuda, and the computer is set up exactly as it was when he quit using the build.
So far, i have changed the CMOS battery, i have changed the ram with verified working ram, i have used the graphics card and the onboard graphics *without the graphics card on the board* and i have used the bios reset jumper multiple times. I cannont install my OS on the hard drive because the screen will not come on. The keyboard also does nothing at all.
Anyone that has had this issue or may know what i need to do next can PM me or simply reply to this thread. I desperatly want to use my new computer and have tried EVERYTHING i cant think of shy of replacing the CPU. *This will be my next test as soon as i find a used/verified good CPU

The ram that is back in the computer was the ram my friend ran the computer with and the case is also what he ran the computer with. I have done trouble shooting with the service manuals and the only thing i come up with is CPU.... i was really hoping that i didnt have to replace that. LOL
 
the only reason i ask is because while i was testing the ram, there are 4 slots, 2 blue and 2 black, i moved the 2 sticks from the blue slots to the black slots and got the 6 POST beeps from the motherboard. so i know for a fact the POST beep noise maker *i have no clue what it is* works... LOL
 
I have this manual. And you are correct, I do not have the 4 led diagnostics. I have also looked that the POST codes in that manual. The only time I have gotten POST beeps is when I swapped the ram to the other slots.
 
I FIGURED IT OUT!!!!! The ram was in the wrong slots. and the onboard video is faulty. By putting the ram in the black slots *IE Slot 1&2* and having the graphics card installed, the computer booted to the BIOS/CMOS menu. Thank you everyone for all the awesome help!!!! I will make sure to keep this thread going for any further questions related to the motherboard!!!
