dell wont boot up black screen

dell inspiron 660 solid white light no boot no beep replaced psu starts then shuts off like three time before runnimg constant pull out ram slot two starts stays running then flashing amber light beep 2 times swap pull out ram slot 1 and acts like it does with both rams inserted
 
first unplug the power from your computer then reset you bios you do this by taking out the penny battery for ten seconds then turn it over and bridge it upside down in the slot then turn it the right way up reinsert it then plug your power back in to your computer and power it up if it is stopping and starting its self this may well be the problem I added new ram to mine and it did the same thing
 
I'm having this same issue with a year old OptiPlex 660.
Woke up after running a win 10 install and going to bed.
Woke up to dead computer.
Stripped computer down.
Barebones with cpu, psu, and MB gives 2 beeps (memory).
I add a stick to A1, no post, no beeps, white light (bad stick?).
Remove memory, remove cmos battery/power cable, drain, repeat with new stick in A1.
Same problem as previous step (both sticks go bad at the same time?? UNLIKELY).
Try w/ different PSU...Same results (PSU NOT BAD)

Anyone else have an idea on what to try next w/o buying a new MB?

ONCE, I was able to get 5 beeps after installing a single stick (Real-Time Clock error, signifying cmos battery was removed), but nothing other than the above otherwise.
