Dell 3620 Xeon E3-1225 v5 3.30ghz 16 gb ram nvme 256 ssd and 1 tb hdd

Evga gforce 1660 xc 6gb Gddr5 single fan gpu

Asus Phoenix gtx 1660 super single fan gpu

Can I safely use an oem dell 290w bronze psu with a dual sata to 8 pin adapter or should I purchase an oem dell 365w gold psu and use a 6 pin to 8 pin adapter?

IMO, NONE OF THE ABOVE. If the power supply doesn't have the proper connections for the GPU, then you shouldn't use it. Period.
This thread -- https://www.dell.com/community/en/c...a8deaa5b41?commentId=647f8d9ff4ccf8a8dee3f3ee has someone using a standard 750W power supply. You should investigate that option, IMO.

Don’t use those sata to 6 pin adapters. Those things can be dangerous. I once worked on a computer where someone had used a molex to sata power adapter and the adapter had caught on fire and melted the connector to the hard drive. There was enough of a fire going there were actually black scorch marks on the inside of the metal case. So using those types of adapters is a bad idea in my opinion.
