dell xps 630i mobo gets power but won't turn on

my dell xps 630i mobo i put in my custom build is receiving power as the indicator light shows but when i press the on switch on my chassis it won't turn on. i tried re-seating the board switching the connectors different ways up down left right . my ram which came with it and CPU are (and board) which are all stock according to the guy who sold it to me work but i'm getting nada.

my specs:
generic 500 watt atx desktop psu
4gb ddr4 stock
c2q stock
stock cpu fan
350gb sata hdd
nvidia 7950gx2
generic open frame chassis


what am i doing wrong???

Check that you've properly connected the power button to the board. Put that board in its original Dell case, and check again.

When I'm putting a new system, the first thing I connect is CPU, memory, and a speaker (if the board does not have one). Then I power the board with a screwdriver touching the power button pins on the board. I do that before putting it into a case.

Second this. Front Panel connector issues, need first original case to verify if everything working.
