Before I start let me just say one thing. Yes I know I can buy a PSU but A: I don't have the money for a expensive one and B: I really want to know what this is now that I have started. My Dell is having a problem where if you turn it off it takes around 12 hours for it to let me turn it back on. If i try before that it just gives me a blinking amber light. I have even tried just draining the capacitors and it still doesn't start until after that time. I tested the PSU by attempting to jump it and it did the same thing when it was in the case so I know that it is the PSU causing the problem. I have already replaced a popped capacitor and besides that I can't see anything else obvious. The question is, what component inside of the PSU is causing this.
Don't know if this is relevant to this question but here are the specs.
750W PSU (im not overloading)
Radion 5850 GPU
Core 2 Duo Extreme 2.66GHz
64- bit Win7
6GB Ram
