Dell XPS 8300 makes two short beeping noises, no display, and fans turn on

i recently got a new power supply and video card, and when i plug it in, the fans turn on, but no display and makes 2 short . the power button is also blinking orange.ive tried removing the 4 ram sticks and putting them in different orders but still not working?

If you replaced the PSU and GPU, but haven't touched the RAM, it would seem more likely the problem is with the PSU or the GPU?

Did you connect the extra PCI-E power cable to your new video card? (assuming the card needs the extra power)?

ive touched the ram, when i plugged in the power supply, nothing wouldd turn on, so i did the one ram slot trick and the fans turned on, ive taken them all out and it does the 2 short beeps when i start it up, my new video card doesnt require power fom the supply so it doesnt have a pic-eslot

But you only started playing with the RAM after the machine was already dead?
And if machine was dead immediately after the PSU swap, then I would suspect the PSU.

Put the old PSU & video card back in and see if it fixes it.
