Anyone know how this compares to the best fan and water coolers?
I can't seem to find any comparisons of cpu temperatures on the web.

I have not seen reviews, however it uses an internal radiator... It can not compete witha triple external.

I am sure you could do some moderate OC with it. I am pretty sure Dell even seels these machines factory overclocked.

Home built water cooling system is always the best, your looking at $300+ a loop. the"best" as you refered to it, would easily cost over 600 to do it proper
 
It probably doesn't beat a really good external rad water cooling setup, but I wouldn't be surprised if it is also quite a bit better than the best air cooling.

Keep in mind though that the H2C isn't a standard water cooler. It actually uses active cooling (dual stage thermoelectric cooling) to chill the water below ambient, so it could achieve some very impressive results.

Yeah, the TEC would probably help. It's too bad they don't have any comparisons out.
