Dell XPS Water Damage...

My uncle's office got flooded and almost everything on it got wet or damaged. He had his Dell XPS desktop in about 1 inch of water and it was turned on, I took off the side panel and used some raw rice to help with the absorption of the water and humidity. I left it sitting for about 3 days with the rice then vacuumed it out and attached the side panel again. I turned it on and it did boot successfully it loads BIOS, runs POST, loads up the registry and prompts the Auth screen but apparently it won't read input from USB devices like the mouse or keyboard so I cannot type the password to access the system. Could this mean that the water might have shorted some of the USB circuits in the motherboard? or could it have damaged something else?
