I've come across what at first sight seems to be a great Flex 1U 550W PSU made by Delta, which has three 12V rails at 18A, which I was looking at getting for a build with an R9 Nano (8 pin 175W TDP) and an i5 6600 (65W TDP) with a 128GB SSD and 8GB DDR3 RAM.

Is Delta a reliable company and is the 12V 18A rail true representation of what can be trusted to perform at 216W all the time?
I don't plan to overclock, but I know that TDP can often be exceeded, is that a distinct possibility?
Thanks
Peter
