Desktop Buy/Build Advice

I am looking to get a desktop. I already have a monitor, mouse, and keyboard. My budget is $500 usd max, preferably lower. I am an amateur, never built a computer, but I have basic tool skills/knowledge. The computer would be a daily use family computer, but I also want it to play games like Total War and FIFA without a problem, although the highest graphics settings are not necessary.

What are the best choices for a desktop if I wanted to avoid building? $500 or less

What is the best build with an OS for same budget?
