Desktop computer won't connect. Other devices no problem??

I thought my PCI card may have been cooked so I brought a wireless card and it connects fine but it fails to get internet connection. I've tried to connect both Ethernet and wifi at my mother's place and my place and neither will connect to the Internet ?

Any suggestions ?
