Solution
Try to run diagnostics like the sfc /scannow file checker or run check your Windows drive for errors by going into the properties of that drives and select 'tools' option. From there select 'check now'.
Also try this:
- Go to appearance and Personalization' settings and selects folder option.
- After that go to View tab
- Then there is an option 'launch folder windows in separate ...'
- Check the option and then try to access what you are trying to.
- If there is any anti-virus disable it and check it.

Fix some Registries error using some software (CCleaner). I'm not sure, but may be this can solve your problem.
Also try this:
- Open Run Command using 'Windows' + 'R' buttons.
- After that, click on browse button
- Then access those folders that you are trying and see what happens.
