[SOLVED] Desktop going outside borders of screen.

So I just built a PC for my buddy. Pretty decent system, GTX 1660, B450 Tomahawk Max, Ryzen 5 3600, 32GB 3000MHz RAM.
Everything is running great, except no matter what resolution he sets it to the screen goes outside of borders.
GPU Driver is updated, Windows is fully updated. The screen he is using is an old 32" Samsung TV, he isn't even sure if it's HD but he has tried every resolution and each one does the same thing.
Anything to try? He is bad at computers and I'm not near enough to go check it out myself.

connection with vga/dp/hdmi?

He will likely need to go into the television's settings menu and disable overscan. The overscan setting might potentially be referred to by some other term depending on the manufacturer and the model of television though.

He at some point in the past set that TV to a zoom mode... It's fine now.
