Desktop Having Frame-rate Issues in Fallout 4

Hi all,

Been playing Fallout 4 for a little while now, but I'm just finally getting frustrated with the little FPS quirks I have. Here's my system for starters:

i5-4690K @ stock
24 GB DDR3 1666 MHz
EVGA SC NVIDIA GeForce GTX 980ti 6 GB
1080p display @ 60 Hz

So I have everything essentially maxed. Weapon debris is off, and I can't (can't check atm, at work) remember what my God Rays setting is on, but that will be the first to go down.

I'm getting FPS drops in settlements and in cities, even though my system should totally be able to handle this. In Sanctuary, Red Rocket Gas Station, and The Castle, my FPS will fluctuate to as low as 45 FPS occasionally (these settlements are, coincidentally, the most populated and decorated). In Diamond City, my FPS drops to 50 or so and basically stays there unless I go in a room.

I feel like this system should be able to eat the game for breakfast at 1080p and these settings, but instead, I get odd FPS fluctuations in certain zones that get annoying over time.

Is there anything in the .ini file that would fix this? I already know that God Rays and Shadow Draw Distance are the two most influencing on the FPS, and those will be the first I adjust later, but I want to know if there is anything else I'm not aware of other than general poor optimizations from a port to PC.

Solution
You have a pretty high end system, aside from an i5 instead of an i7, only thing that would slow the game down was poor coding, which nothing can fix.
