Desktop icons are to big to fit on screen even with Ctrl + Mouse wheel

I don't know if its the aspect ratio or what.
How can I fix this?

The first photo the size is fine they are just cut off on the bottom so I cant see the text.

If the text for the bottom row is hidden with the taskbar:
Autohide
Move that bottom row to elsewhere
Move the taskbar to the right of the screen
Change the screen resolution

i hate all icons, I just hide them all - created folders for various themes, like games, benchmarks, and then added desktop toolbar to taskbar. Hardly ever use them anyway, most things I run live on start menu or taskbar.

Seems i didn't do that this install, just unpicked show desktop icons.. Having 4k monitor means it doesn't seem like i have that many now anyway if I do show them.
