Question Desktop keeps boot looping after upgrade

Good evening ,

After upgrading my desktop (cpu , mobo , ram , m.2 drive and cpu cooler) , when i turn it on it keeps boot looping all the time . There are no errors and it doesn't appear anything on the screen .
I tried to replace the ram memories and the gpu , to reconnect all the cables , but it just keep the same .

Can this happen because of the PSU ? Or faulty mobo ?

Old desktop :

CPU - Intel i5 4440
Cpu cooler : Intel
Mobo : MSI H87-G43 Gaming
RAM : XPG by ADATA 16GB (2x8GB) 1866mhz
GPU : ASUS GTX1060 6GB DUAL OC
PSU : Antec High current gamer 620W

New desktop :

Cpu - Intel i7 7700K
Cpu cooler : Cooler Master Masterliquid ML240L RGB
Mobo : GIGABYTE Z170 Gaming K3
RAM : Ballistix Sport LT 16GB (4x4GB) 2400mhz
GPU : ASUS GTX1060 6GB DUAL OC
PSU : Antec High current gamer 620W
M.2 drive : Asgard NVMe 256GB

Changing major parts like this, specifically the motherboard...generally requires a full wipe and reinstall of the OS and everything else.

Yes , i know . And after changing those parts the first thing that i tried to do was to format and install the OS , but it doesn't let me do it as it keeps boot looping in the begining
