Question desktop keeps rebooting with the usual start click after moving it

My desktop keeps repeating the boot click without seeing system. I had to move the desktop to get at a cable that was caught under it. Cannot get into windows at all. You hear the usual boot click and then it repeats itself. I forgot how to check it in my manual.

Can you list full specs of your system?

Can you show a photo of your system with side panel removed?

Do you have any extra heavy components in the pc?
Like heavy graphics card? heavy cpu cooler? or something like that?
Hard drives not properly secured?
