Question Desktop micro-stutter when not in fullscreen

I have a very odd problem here. Whenever my desktop is showing (or in other words, when no window is maximized), my gpu load goes up 20% and I see a bunch of stuttering when dragging windows, scrolling, or even playing games in windowed mode. If I have something like chrome maximized and covering the desktop, the gpu usage goes back to 0% and all the stuttering goes away. I can smoothly drag windows and games return to playing normally. I've been looking around for quite some time to find a cause for this, but I cannot find anyone who has a similar problem. Any help is appreciated.

My specs:
CPU: Ryzen 7 2700x
GPU: GTX 1080 TI
RAM: TridentZ RGB 32GB @ 3200 mhz
MOBO: Crosshair VII Hero
Main Storage Device: Samsung 970 EVO 1TB NVMe M.2
OS: Windows 10 Home 1903 build 18362.239

Maybe it helps if you uninstall the GPU drivers and install an older version. Just maybe.
