Desktop now taking forever to boot

For about the last month, my desktop has been taking longer and longer (now up to 15 minutes) to boot up and load windows 10. When I press the ON button, it sounds like it is running or spinning, but I don't hear the beep for about 10 minutes, then everything progresses nicely. It will boot up perfectly on a restart, but not on a cold boot.
I have an Inspiron 546
AMD Phenom 9650 Quad Core
CPU speed 2300 MHz
Processor L2 cache 2018 KB
4096 MB Mem
3840 MD mem avail
800 MHz mem speed
BIOS A05 05/11/2009
BOOT: SATA: Hitachi HDP72
BOOT2: Epson storage (USB)

I don't even know what the Epson storage is. I have an external Seagate drive, but it is disconnected at the moment.

I am pretty much a novice at diagnostics.
Oh, I ran Ccleaner, Malwarebytes, and Adaware with no change to the booting.

I had a very similar issue with my Dads AMD FX 4300 PC. It was because of the recent patch that Microsoft put out that they stopped issuing the next day for the Specture/Meltdown stuff. He really needed use of the PC again so I just reinstalled Windows 10 from a Flash drive and he is back up and running with no issues. Considering the FX4300 that my Dads PC has in it uses a refined version of your Phenom 9650 CPU I would dare to say that it your PC downloaded and installed the same bad patch/update that my Dads PC did. But as I said before, the next day they stopped issuing the update so I would just reinstall Windows, or have a friend/family member do it, and Im sure it would fix your issue.

Unplug any USB devices connected to your PC besides your mouse and keyboard (if applicable). That “Epson storage” sounds like you have a printer connected.

Try booting with no USB devices inserted and get back to us with the result. If it POST’s faster then update the USB drivers in device manager.

Well, now the computer is taking its time to boot up again. It is morning and the room is cold. Could the ambient temperature affect it starting up? Do I need to put a blanket over it (serious)?
