Desktop On Off loop, Video card crashes

Good day to all. Thanks for taking your time to read this.

My PC has been having the problem of a ON OFF Loop where it will simply power up, the fans will run for 1-2 Sec and then power off and turn on again into a loop. Sometimes it may turn on for about 5 Sec before turning off. Getting it to turn on is kinda like playing a lottery. Sometimes it gets out of the loop by itself. One thing I realize is that sometimes after it manages to load to the Windows Login page and I plug in my headphones, it will freeze and the PC will go back to the loop but this doesn't always happen.

Recently, the video card driver has started to stop responding at times but manages to recover itself every time it seems to occur after updating to the newer drivers.
Also, when I use Chrome for Youtube, there are times where the PC will freeze momentarily with a buzzing sound and then recover itself again with no error message or anything. When under load, E.g playing BF4 or Witcher 3, There is a tendency for it to simply freeze after maybe 2 hours of game play.

Please tell me where can I start to troubleshoot this and solve this issue. Thanks!!!

GA-Z68X-UD3H-B3
I7-2600K
MSI GTX970 GAMING EDITION
2x4GB RAM STICK
Corsair CX750 Power Supply


 
Sounds like the power supply is on it's way out. If you have another unit lying around, even one that's less than sufficient in wattage overall, I'd try testing to see if the tower boots properly.

CX Series from Corsair is of poor quality. I'd never suggest using them if you're going to put the system under load. And definitely not if you're going to overclock anything.
 


Try just removing one stick of ram initially, see if it makes any difference. If it doesnt, try the other stick on its own.

Next step would be to remain with one stick, then remove the graphics card and plug into the integrated graphics.
 
An update I have now is that my PC becomes sluggish all of a sudden. Like everything just lags but after awhile it gets back to being smooth but eventually it turns sluggish again. Watching the same youtube video in 1080p can be smooth or jump all over as if its a slideshow.
